Where possible, offenders with severe mental illness should be treated in hospital rather than in prison. Policy needs to address the principles and mechanisms of diversion of mentally disordered offenders from the criminal justice system into the health-care system and the implications of this for specialist services. Offenders with less severe mental disorders will need to receive treatment while remaining in prison. (41) This will entail liaison with and education of prison staff about depression and management of suicidal risk.
