What to evaluate in psychiatric services

While we have stressed the importance of relating outcome measures to inputs and processes, nevertheless we need to emphasize that the focus of the evaluation of psychiatric services remains the outcome of the care provided. These outcomes can be measured at three levels, not only at the local service level, but also upstream at the country/regional level and downstream at the patient level. We shall therefore discuss what to evaluate in terms of these three levels, as shown in summary in Table 4.
