Sectors

Dividing up a population into service areas, catchment areas, or sectors is a useful strategy for a variety of reasons. (38> For planning, decentralization provides manageable units of population for needs assessment.(3.9) Moreover, relevant demographic characteristics of the sector can be taken into account, including ethnicity, family structure, employment, educational attainment, and the overall economic level of the population. Resources available in the area can be more easily tallied to make estimates of the extent to which needs are met or unmet. These resources might include hospitals, senior citizen centres, programmes for children and youth, primary care practitioners, counselling services, etc. Intimate knowledge of the sector, its population, its needs, and its resources enables the planner to respond more appropriately to its particular needs.
