Policy-makers and administrators with responsibility for organizing mental health services for populations are most interested in knowing who is being underserved. Needs assessment at a policy level often involves comparing patient utilization data with other information to draw conclusions about underserved groups. (4°) If, for example, people from a certain ethnic group are obtaining services from the mental health system at a lower rate than would be predicted from their numbers in the community, it could be concluded that access barriers exist and that services to meet their specific needs are lacking.
